Deceptive business practices

Beware of deceptive business practices. I used hotwire to find a rental car for my parents. While picking up the car at the Phoenix Sky harbor airport they told the Sixt employee Miss Seward they wish to decline the insurance as their own car insurance would cover it. They told this employee multiple times they wish to decline insurance. She had them initial and when they received the print out she had fraudulently given them the Sixt insurance! This cost an additional $179. Once my mom realized what had happened she called and spoke to the manager who told her since they had "signed" for it there was nothing they could do. We intend to contact BBB, State Of Arizona Attorney general. I am not sure if this is something they do to elderly customers but I am concerned and plan to follow-up. Very disappointing, buyer beware!
